    Drucilla E. Bell received her BA in public policy administration at New College in Sarasota in 1972 and her Juris Doctor from Florida State University College of Law in 1975, where she also completed post-graduate courses in Russian language and Diplomatic Russian history.

    During her ten+ years in state government, she served as Assistant General Counsel for Departments of the State of Florida and became heavily involved in the Administrative Law Section of the Florida Bar.  Ms. Bell is extremely experienced in Administrative litigation and appeals therefrom.  She successfully defended the first state acupuncture examination. Alvarez v. DPR, Acupuncture, 458 So.2d 808, (Fla.1st DCA 1989)  She also prevailed in the bid protest at Corrections for the first orange juice product that contained calcium and vitamins for the inmates who could not be forced to swallow pills.  Soon after her first visit to the former "Soviet Union" in 1985, she decided that her expertise was really "bureaucracy", and when she went into private practice, her niche would be international. The USSR desperately needed a Wal-Mart!

    Presently, Ms. Bell serves as past Chairman of the Administrative Law Section of the Florida Bar and on the Executive Council of the International Law Section of the Florida Bar where she serves currently as Travel Law Vice Chair for the section and Co-Chair of the Immigration Law Committee.  As Co-Chair of the Immigration Law Committee, she visits the Texas Service Center and National Benefits Center quarterly to check with supervisors on new procedures and problem cases.  Ms. Bell is a member of the International Bar Association (IBA) and is a former Board member of the American Immigration Lawyers Association (AILA), Central Florida Chapter. She is a past President of the Florida Association for Women Lawyers (FAWL), Pinellas County Chapter. She is a member of the Tampa Bay Chapter of the Committee on Foreign Relations. 

    Ms. Bell is an adjunct professor at Stetson College of Law, and because of that relationship, she taught Comparative Legal Traditions at Concordia International University in Estonia during the inaugural semester of the law school in fall 1996. She has judged the Philip C. Jessup Southeastern Regional International Moot Court Competition at Nova Southeastern University Shepard Broad Law Center for   three years, and more recently, she has judged the International Environmental Moot Court Competition at Stetson College of Law.   In May of 2006, Ms. Bell was appointed to the International Advisory Committee for Stetson University College of Law.
